On March 19, 2015, President Obama issued Executive Order (EO) 13693, Planning for Federal Sustainability in the Next Decade. As part of the overarching goal to reduce federal greenhouse gas (GHG) emissions by 40 percent by 2025 from 2008 levels, federal agencies are expected to increase the share of renewable energy to account for 30 percent of their building energy use by 2025. The Executive Order also sets the following interim targets: at least 10% by fiscal years 2016 and 2017, at least 15% by fiscal year 2018 and 2019, at least 20% by fiscal year 2020 and 2021, at least 25% by fiscal years 2022 and 2023, and at least 30% by fiscal year 2025 and thereafter.

While an ambitious target, procurement of renewable energy in the Federal government continues to rise every quarter and federal managers are increasingly using innovative procurement tools such as Power Purchase Agreements to secure cleaner and more affordable sources of electricity.
